The Haribon Foundation leads and implements the DELOBI Project through mobilizing experts and resource persons from different NGOs and academic institutions to develop the Environmental Leaders Training Program (ELTP). The ELTP will generate knowledge materials and sharing platforms to increase the access of local decision-makers to communication, education, and public awareness materials on natural resource management and biodiversity conservation. The PRRM developed two modules for the ELTP, specifically the (1) Good Environment Governance; and (2) Project/ Program Development Planning to develop local biodiversity champions. To date, the PRRM has organized 56 Peoples’ Organizations (POs) in Negros Occidental and North Iloilo, with more than 200 local champions working towards the Ecosystem Approach to Fisheries Management (EAFM). These POs affiliated with the PRRM earned a seat in the Fisheries and Aquatic Resource Management Council (FARMC) of the LGUs in Sagay, Escalante, Victorias in Negros Occidental and Ajuy, and Concepcion in Iloilo. They were involved in coastal clean-up, mangrove planting, and lobbying for local policies and regulations. They also contributed to the introduction and proposal of alternative livelihood activities and social enterprises. A total of 25 direct partner POs were accredited in the LGUs, 20 of which are now members of the Local Development Councils and LGU committees
